It depends on how you mean to approach "all the players." I can tell you how to edit players manually, one by one, so that they have pitching ability. I don't know how to do so in batch / mass maintenance mode.
So, as commissioner (required), you would open up the player's profile and tinker with these numbers here on the right. What should they be? Well, perhaps take a look at some real pitchers to see what their ratings are, or keep an eye on the "Resulting Rating/Stats" to monitor the effects of changes. Note that the ratings are on a 1-250 scale.
Compare the second and last screen prints to see how I gave a catcher some skill at pitcher defense (don't forget that, by the way).
But, I have the feeling that you are going to be this
with my suggestion, because it's a lot of work, obviously. Maybe somebody else knows of a quicker way to give all your players some pitching ability.
