I did this before but for some reason cannot figure it out now.

I want to start an expansion franchise with say the '61 Senators ('62 Astros, etc) but I am not seeing an option to actually do an expansion draft. The season is starting in march and my team is already set.
I know I got by this before with the '77 Blue Jays, but I cant seem to see it.
I think it may have something to do with the date the season starts, but I cant see how to change it.
Its probably something simple right in front of me.

I know I can do a fantasy draft, but I want to run an Expansion draft.
