Not me.
I read the original post as asking whether you CAN (or whether the game might be changed so that you could) simply end a rehab and leave a player in the minors.
I really think you have to do what was outlined. Bring them back up from a rehab, then you must deal with either their lack of options or a refusal, if that is the case.
It would be far to complicated to code the game so that if you choose to end a rehab or not bring a player back up, to have them then say, "Hey wait a minute, I'm out of options so you have to or, I do have a right of refusal, so you can't just leave me down here!"
Having to first return them to the 25 allows both of those things to kick in.
And if you have a 25 full of guys without options, then it gets even more complicated, but so be it!
I think it's fine as is.
