the only thing I am not sure about is some of the leagues such as the Australian League, the Dutch League, and the Italian League. These are actually terrible leagues, but if you look at the defaults within OOTP, the default PCMs' would suggest they are much better than they actually are IRL.
The above values are basically what you will find in the default minor leagues in OOTP. In many of those settings however, the power PCM is scaled back by 50 in many cases. I am not sure why this is, as it definatley affects the talent levels. MLB is 1.000, so for instance why AAA is .850 in all categories except power (.800) is beyond me. AA is .800 with power at .750
