No, looks like there's a small error in the rules database for 1982-83 - the lineup size (which restricts how many players you can dress) is set to 19 (which is wrong), but the skater/goalie limits are 18/2 (for the correct total of 20). The AI, when it sets the lineup, is using the latter settings, so it's able to cheat around the regular limit. I'll fix the lineup size number so it's 20 like it should be.
