Not yet, but we're close to making that work - we added "position" ratings in various staff categories (like the player position ratings, but for head coaching, scouting, etc. instead of LW, RW, etc.) to the database a few months ago in preparation for it. Once we've got enough data collected to make those work well in the game, we'll be able to do proper movement between staff roles, including changing the jobs of your own staff.
