It's hard to say exactly what might be the case, but most likely it has to do with permissions for the OOTP data folder.

Assuming you're on Windows, I would suggest trying to run OOTP as an admin to see if that helps. Otherwise, I would suggest to backup your saved games folder to a new directory, uninstall the game, delete the entire OOTP data folder, and then try re-installing the game. If that works you can copy your saved games back.
