Has anyone tracked the use of pitchers assigned this role?

I run 4 man rotation leagues and assign at least one bullpen pitcher the Emergency SP role - and I don't think I've ever seen the computer manager move one of these pitchers into the rotation for a start - they always just move up the other starters on short rest.

At first I thought this was just coincidence/a result of the Emergency SP not being available/tired due to some previous extra inning games. But, I've now run several different leagues/seasons, and still haven't seen the computer manager use an Emergency SP - even when available.
