well, there's an add state and add city button... i'm pretty sure someone made a Mars Leauge or a league onteh moon with ewoks? LoL

there's got to be a way... play in teh world editor ... export and get a good xml reader etc etc... if you are going to make large and numerous changes, an export - manipulate - import process will be the most efficient way.

i've never worked on the exported files, but it'd be worth it in long run... althogh for just 8-12 states/territories, it may be faster in game. transferring cities to the appropriate state would probably be faster editing the exported files? if neccessary
