MUCH more actual development happens in the rookie leagues than a college league could ever hope for. College programs main objective is to win. They really couldn't care less if the player ever plays professionally or not. The literal reason the low minors are there to get get young guys in and give them instruction and development.
I'm not saying I hate the idea, but the difference between MLB and NHL is that the MLB actually HAS the low minors. The NHL basically has their AAA (AHL) and AA (ECHL), and the rest of the development is done in college and juniors. It's just a night and day difference.
To answer the question though, I don't think there's a way to replicate that right now. If there is I haven't seen it.
