Most of the custom setups are real-life ones that carry the same, or a similar, playoff system to their real equivalent - I think 20/2/4 was an OHL setup, and the 16-team playoff is attached to it and isn't changeable. 16 teams/0 divisions/78 games will do what you want, 8 teams make the playoffs there.
