Certain leagues are allowed to sign players from the EIHL (for free or for a certain transfer fee) at any point. There is nothing you can do to prevent it other then signing players that might not be interesting for this leagues.
We put it on our to-do list for FHM 4 to better communicate this rule (list the leagues involved + special news/pm), so the user has a better overview.

You can either use the Manager Home Screen (one of the selectable widgets) or the FA Center to withdraw open offers. To check out if money is still open, you can use the Finances Screen. Should you see that you donīt have any open offers and the Finance Screen still shows open offers, please let us know.
