He's Roger "Bo" Quiroga, who was the seventh overall player picked in the awful 1971 draft (the first six were Danny Goodwin, Jay Franklin, Tommy Bianco, Condredge Holloway, Roy Branch and Roy Thomas) by the Senators, but he never played in their system. Before the 1972 season, he was a PTBNL in the Curt Flood deal. He never advanced beyond Class A with the Phillies due to injury, but reached the big leagues of politics in 1998 when he was elected mayor of Galveston, Texas.
He served until 2004 -- and then became a high school baseball coach!
