Correct. I started the season in 1948 and am up through 1989 so here are more numbers/other players.
Carney Lansford: 60/90 = 476/640 (76.8%). He struggled in the 1970s but 1985-1989 he's gone insane, going 169/201 (84.1%).
Rickey Henderson: 87/98 = 429/589 (71.7%)
Brett Butler: 73/97 = 378/564 (69.7%)
Lonnie Smith: 94/97 = 362/546 (66.3%)
I'm wondering if some of this is also based on the era settings if you're doing real life historical seasons or even fictional leagues?
Worth noting that the 2000s has seen base stealing be far more efficient in general compared to the 1990s, 1980s, and 1970s.
