Yeah, you can sort of do this with a combination of age and service time requirements for the 2 A-leagues.

however, this willnot be perfect.. the 'better' players that have fewer service time may skip it by the time the accrue enough, so they'll be playing in the 'weaker' league relative to what you are wanting... those that linger will have to wait etc... it's not a perfect solution for what you want to accomplish.

what i do, but not quite for same reasons:

i don't do anything with age, but my 2nd A-league i allow 1 extra year.

i have recently experimented with

3 rookie leagues - i have one with a shorter service time max as well as an age max to simulate a entry league. more itme allowed in other, and if there's an age restriction, it's choosen to not scr*w over the college draftees that need a lower league to start.

1 short A - 1 more year of service time than highest of rookie leagues

2 A-ball - i have one that allows a year more. could set a age min/max, but becareful, you have to be able to supply enough plyers per year to maintain a functional 25+-player team. you make it too particular and even you'llneed a 100-round draft..

1-AA -- been trying just a age max here... i kinda like it at AA.

1-AAA-- nothing restrictive at all

4:2:1 Ratio - rookies to A to AA... i lump short a with it, even though technically different in the game, it's a bridge development wise for those that need it and roughly ~rookies, if not. could do 2 AA with 4 rookies i bet... may need 4R 1SA to do 3A and 2AA, well.
