Question Can't claim player off waivers even though I have the worst record?

I'm in the off-season on January 3rd and I'm trying to claim a pitcher from the waiver wire, but I keep getting the message below.

I have tons of money available, I have by far the worst record in the league and the original team hasn't pulled him back, so that should eliminate all the reasons listed in the message. Another team has already claimed him, but I have a significantly worse record than them. Does anyone have any idea why this is happening?

Is it because there's a limit on the number of waiver claims by one team per off-season since he would be the fifth player I've claimed?

Or does the waiver priority change from worst record to something else at some point?

Or, am I maybe missing something SUPER obvious?

Any help would be greatly appreciated!
