Considering there isn't really captains in baseball is a more ceremonial position I believe OOTP means it as a personality thing. He's likely the leader everyone looks up to as an example and he ties the team together. These players are important and they don't really have to be good. See David Ross. A career journeyman back-up catcher who was absolutely beloved by his teammates. Jeff Francour is another good example. He was consistently one of the worst OF in baseball yet he always had a job because players wanted him around. He went between the Braves and Mets 3x I believe.
