This may seem like a silly thing, but have you rebooted the system since OOTP crashed? I've seen it happen where somebody attempts to copy a file that a program had been trying to access when it crashed, and it thought the file was in use until a reboot.

If that doesn't work, it means that the file is, probably, corrupted...it's failing a CRC check, which tests for file integrity. Since it's also crashing OOTP when it tries to load, it's more likely to be a corrupt file, sadly.
