Exactly. In a previous test league I initially turned off limits for the secondary rosters, and they were filled with to a point it was ridiculous. I set them to 25, and they were always completely filled (which was restricting talent from the lower leagues) so I set it as low as possible at 15.

I don't want to set age limits, as these are supposed to be indy leagues so I'd hope they'd have some older players who never caught on in the MLB but played well enough to have careers in these leagues.

But what really worries me is what effect this is having on these team's budgets. If you are signing a player to a contract, then releasing them, I'm guessing they are on the hook for the money, right? For a small team that scrapes by that can't be good.
