It's a bad year for my point of view in general
as there are a few Russians not arriving either (Radulov most obviously) - but the point stands - it's mostly a rare thing, caused either by a conflict between the player and a national hockey governing organisation or various personal/health/contract issues. If you look at previous WCs, vast majority of European available players didn't come because they simply weren't needed or there wasn't any space for them left.
