My Pirates fan of a commish got me thinking about the lack of ethnic Lithuanian names in the game, so I put a rough list together. The last names file is pretty accurate, taken from a website ranking the most common, I took the top 1000. The first names didn't have any sort of ranking so if somebody with better knowledge would like to fix the frequencies, be my guest. I have them set to replace the Indian nameset, #27, feel free to replace all with whatever number you would like.

You must edit the world_default.xml for it to update. Simply find Lithuania in the file and replace lid="13" with lid="27" and then do the same for the countries using the language database you replace(India, Sri Lanka etc to 17)

Once that is in, just reimport the files in your game from the database tab.
