Unfortunately it is probably a local problem. If 18.4.45 were that unstable, you would be seeing many posts of complaint here.
The best thing to hope for is that your league files have not become corrupted. As a non-tech, what I would recommend you do is to save your league, de-activate your license, uninstall, and reinstall the game. Restore your league to the saved games folder. Then see if it will run.
If not, then you may want to post in the bugs forum or start a new league. Good luck.
