As a followup...

I quit the CWS job and noticed when your unemployed, you can change to GM+manager and unlock everything.

I think when I went right from AAA manager to GM, it locked to whatever GM I took over for.

The second time, I quit my AA manager job and made sure while unemployed to switch those three to my control before switching back to GM only mode. Then took an open CIN GM job (PIT was open but I think by quitting while having a contract still going, it decreased my reputation)

I'm now locked to control trades, signings and roster moves like the game intends.

I think the bug exists where when you jump from minor league manager to GM in GM only mode, it defaults to AI control being locked onto those 3 controls when it should lock the human to those three controls.
