Temporary players maybe too strong?

I'm not sure what's going on exactly but I've run two tournaments based on age 18-21 and both times teams filled with temporary players have kicked my created players teams up and down the field. Countries like Spain and Brazil have done very well while my players already created like the Dutch and Italy team don't stand a chance. In fact Spain just won my 21 and under olympic tournament. I didn't notice this happening in my WBC tournament that has no age restrictions.

My point is that perhaps the temporary players are a tad bit too high especially when there are age ranges setup? I hope age and the country's baseball reputation is taken into consideration when temporary players are created from certain countries. A team of temporary spanish players shouldn't go 6-1 in olympic play and then beat Cuba for the championship. I mean yes it can happen but that was just a bit too dominating in my opinion.
