This storyline
was fixed. A condition was added to this storyline restricting it to players with "Nation ID=206" (the USA). Puerto Rico has its own Nation ID (151). So this shouldn't be happening - the storyline should only be triggered when it's a US player.
Does the player have a secondary nationality? Maybe that's screwing things up. Otherwise, it's a glitch.
