Yes, the parks that come with OOTP17 and OOTP18 are fine. I can see those crowds. The crowds in 18 are animated. I can see them moving around.

I am a little confused as to why you are even looking in the textures folder. There is nothing in there that directly relates to 3D crowds. There is no reason that I can think of that my 3D crowds would not work if the OOTP ones do work. Are you dropping the the complete park folder in the Models folder, then in the game going to league settings/edit ballparks then finding the folder for the park you want to use by using Select file after 3D Model then finding the park by name from the Models folder and then selecting obj per the 2 pictures?
