That depends how good your scout is and the overall and potential are basically relative to the MLB at their position. As far as I know the stars are basically relative so if the average talent at the position goes up, then your player won't be rated as highly as before when he was above the average. That and combined with the inaccuracies of scouting could explain how a player could drop in stars. As long as their tools are about the same, then you know they haven't really decreased in skill.
