No, but it should be simple to recreate. First create four-four team tournaments and schedule them every four years, one year before the next WBC. So, on 2020.
How teams should be selected?
Basically assign the last team of each WBC 2017 First Round pool to a tournament.
And then fill the remaining 12 teams using the WBSC Ranking as a guide
What would look like today if we based on real results and not in OOTP simulation:
Chinese Taipei
China
Canada
Mexico
These four teams finished last in Pool A, B, C and D, respectively.
The remaining teams, based on WBSC Ranking currently are:
14. Czech Republic
15. Panama
16. Nicaragua
17. Brazil
20. Germany
21. Spain
22. Argentina
23. Russia
24. Pakistan
25. France
26. New Zealand
27. Hong Kong
I would assign to tournament Qualifier 1:
China and 3 teams randomly from that group
Czech Republic
Germany
Pakistan
I would assign to tournament Qualifier 2:
Chinese Taipei and 3 teams randomly from that group.
Panama
Spain
France
I would assign to tournament Qualifier 3:
Canada and 3 teams randomly from that group.
Nicaragua
Argentina
New Zealand
I would a assign to tournament Qualifier 4:
Mexico and 3 teams randomly from that group
Brazil
Russia
Hong Kong
Once you have that ready, play each tournament, modified double elimination if possible.
Each winner should qualify to WBC2021
So once you have those teams ready, you would need to edit the real WBC in OOTP and make the necessary adjustments.
