The velocity value alone won't really affect a guy's performance in OOTP, but we still want to get them right. Often when the velo we have in OOTP is too low, it also means we've underrated the pitcher's Stuff, and it's helpful if we know about that.
I think these are the only things to bear in mind when reporting possible velocity issues here:
A pitcher's velo in OOTP is his "sitting" velocity, so when a guy averages, say, 94 mph, his velo in OOTP should be 93-95. If a guy "touches 97" in a scouting report, he usually won't get a 95-97 mph velo in-game, because he's probably a 93-95 mph guy in that case.
When a guy who is normally used as an SP is used in relief in real life, his velo is usually going to tick up at least a couple of mph, often more, so we'd usually account for that when setting velo for that kind of pitcher in-game. So if an SP prospect got a late season callup last year, and was used out of the bullpen and averaged 96 mph on his fastball, we probably won't give him a 95-97mph velo unless a scouting report says that's what he does as an SP too.
For prospects, we probably will have used whatever velo was mentioned in their most recent scouting report (which might be a mph or two off from what you'd see on fangraphs sometimes, one way or the other).
That's probably it. There will definitely be some velo values that are wrong in the set, so please do report any that are off by more than a mph or two. And German Marquez is a prospect who needs a bit of an adjustment overall - should be done by the Friday release!
