Yes, the potential ratings in the game can change a lot, so if you play out a dozen different games using the roster set, Estevan Florial will develop into a monster in some of them, and a dud in others. Other factors come into it (injuries, coaching, personality, playing time), but randomness is the most important.
Good performances don't make ratings go up. It's really the reverse - when ratings go up, that leads to good performances. There are important gameplay reasons why things need to work this way, but that's too long a conversation for this thread.
