create historical league (i picked 1921) - import historical minor leagues.
(when i click on page to create new game, these leagues are available ... MLB, PCL, Negro national League, Texas League.

what year are you creating your league in? If it's after 1948 or before 1920, there will be no Negro Leagues as they don't come into the game until 1920 and they fold in 1948 after the game.

in my 1921 game set-up - go to historical tab, and you can select use random rookies form all eras. This will bring players from all eras. If you have minor leagues checked, i am thinking it will also bring in the negro League players at random, as it should all minor leaguers - even if they have disbanded - because they should be in the MiLB data base. But i haven't tested it, so that's an assumption. But you won't get the "Negro Leagues" as a league unless your league creation is between 1920 and 1948. They just don't exist beyond that in the game.

Sorry if i am misunderstanding your design. But from what i do understand, i believe the historical tab to bring in players of all eras, along with real historical minors, is the only way i know it will work for certain. If i am incorrect, anyone feel free to correct. best of luck.
