That actually makes a lot of sense as advice to someone who's new. I'm preordering 18 because I'm used to 17 and want to get the new features quickly (especially the 3D improvements).
But to someone new to the game, it would make sense for them to get 17 now, not have to deal with patches as they wait until the All-Star break discount to get 18. 17 will seem plenty good to someone who hasn't played before, and he won't be buying it to only play it for 2 weeks and then immediately switching to 18.
Then, he gets 18 at a discounted price by waiting till July, so the $20 spent now won't feel like a waste, as he'll use the game he now buys for $20 for 4 months.
If he's dead set on playing 18 as soon as it comes out, though, then I'd say wait the 2 weeks, because it isn't worth $20 to play the game a whole 2 weeks sooner.
