I actually do not believe a salary cap would solve this entirely unless it was a rediculously low salary cap. What you would see is teams still with high max cash limit still signing a guy to huge amount of dollars due to the amount they have to spend. They might not sign as many guys, but in my tests, the only way I have seen to control this type of AI spending on one player is by ensuring there is not a ton of extra cash floating around. With higher Max cash, the AI seems to horde from time to time (not all teams in all cases though).
