I thought it was a bug, particularly as the behaviour was different to OOTP16 (and previous versions), but the response when I raised it at the time was that it was a deliberate decision.
It still seems, in my mind, to create an illogical situation; and works at odds to how the setting implies it should.
I'm hopeful this will be changed back for OOTP18, which is why I posted initially.
