Are you viewing the FA's from the College League window?
That is, did you open your NCAA league to view it, then clicked on FA without switching back to your Major Leagues? If you did that, you'll only see players who are age-eligible to play in your College League.
I play without drafts, just have the feeder leagues release into the FA pool, and accidentally do this all the time.
