In this case, it looks like we need to lower the value the AI assigns to players with the wrong junior career path preference. But in general, if the value of player rights gets lowered much more, it becomes too easy to take advantage of the AI in the other direction, by trading for the rights AI-owned restricted free agents in early July, before the AI can get them under contract.
