Yes, we are talking about this in Talk Sports so we may want to take the debate over there. OP just asked whether this "proposed" rule would be in OOTPB 18. My uneducated guess: No. It's not standard MLB yet and it probably would involve substantial programming between now and release day for something that is still iffy.
