Just wondering if this is being changed to be more like real life.
Currently ootp has the pool money coming out of a teams budget. I.e. Last year the phillies would spend 13 mil from their budget
But that is not actually correct. Each team puts an amount into the pool. Say 4 or 5 million. Then the pool is divided based on the slot value each team holds. Some teams get money others lose money. So the phillies put in say 5 but get back 13, they actually gain 6 million. A team at the bottom of the draft might put in 5 and get back 3.
As I understand same holds for the pool for int free agents.

What a team spends beyond those amounts given are out of their own budget.
