Set it lower than what you want them to actually be paid. In my so far 42 season historical random debut, the game has superstar salaries set to $31,400 in the 1942-43 offseason, and my top ten guys are making $57,000, $55,000, $51,000, $50,180, $49,770, $49,200, $48,200, $48,000, $48,000, and $47,600 respectively.
