Does OOTP 18 include the new arrangement of the competitive balance tax (old luxury tax) that has the 20% threshold and can increase in subsequent years to 30% and to a maximum of 50% ?

Also there is a change to the disabled list minimum to 10 days.........is this included in OOTP18 too ?

Added this in an edit: Can promotional days such as "bobble head day" be reinstated in OOTP 18 as it was in several versions ago ? To help raise revenue/attendance ?
