Yes, However you would have to start in 1976 and sim until the offseason begins... with default settings, the game will automatically add the Mariners and Blue Jays and then you take control of which ever team you want.
In short, no you can't just load up after the 1976 season and start with a clean slate for the Mariners and Blue Jays and 1976 real stats.
