they've actualyl changed somethign in defaults this year - from what i noticed... or maybe just slightly different than non-fictional 2016 - but thought they were all the same thigns.

anyway, in the past i used to do what you speak of with modern defualts. higher stamina pitchers could pitch to or near 'tired' then still be ~95-100% recovered in 1 less day than 'normal' for the league (4 days vs 5 days in this case).

i've been using real players this year at some point, so that could be why i think the setting is different than last year (the default, that is)... Regardless, it's caused by the setting in Stats and AI settings page, left side (league settings->stas and ai) - starting pitcher stamina or something similarly labeled. this will control how large the SP-rotation is based on how long it takes to recover. figure each step up is 1/2 a day or so - e.g. at very low-> low only a few pitchers can handle pitchign every 4th day, most still need 5... i've never fleshed out the rest of the settings, so don't assume it's 1 day at a time per step up).

drop-down box for pitchign stamina. very low - must be 5 days, or ~80% in 4. Whereas a "low" setting will be similar to what you are seeing and what i described. some pitchers can be ~100% after 4 days instead of 5 -- with this setting teams will still use a 5-man rotation in the regular season and a 4-man rotation in the playoffs (low and very low settings) .... and you should expect 1 less in the playoffs in general for each setting, i'd guess.

so, if you don't like how it's workign in 1940, or at least don't want htem using 2 SP only in the playoffs, you can change this setting temporarily and it's effects are immediate. it's all relative to # of pitches thrown in the last 5 days - so, when you change that setting their fatigue level is recalculated under those new rules based on those same factors (# of pitces, 5 days).

you could make it so they need to use 3 SP in the playoffs, if you prefer that.

you'd likely have to reset this each year since you are importing historical settings each year - as intended for most historical leagues. it's easier to change that 1 setting after the year starts than try to duplicate the "import" process for historical settings and finances etc.
