Maybe, but it'd be a long, hard, uphill struggle against biology.
Consider: 29.3% of U.S. males aged 20-29 were 5'11" or taller; just 0.4% of women were 5'11" or taller. The average height of a Major League player is over 6'. From this, it's easy to see that the pool of female candidates is vastly smaller than the pool of male candidates on a purely basic physical parameters measure, let alone factoring in skill and ability.
