I should clarify. I meant for any given league as a general rule, just not the DSL. Setting a service time limits, max age limits, is something that we can already set for rules for eligibility. There should be a new option in the league rules in the same section "was draft eligible" as an option to check or uncheck.
The best that can be done now with respect to the DSL, is set the region to "AMERICA: Caribbean" and not allow foreign players. A more fine tuned option would be to create a region directly in the world_default.xml file that was everything not the US and Canada.
