because the game tends to make it the defacto lowest league and all players drafted in the amatuer draft in june end up down there, as do some players who were at rookie level, sometimes higher, during previous seasons.... which is not what the DSL is for, by definition it for...
Player Eligibility Rule: No player on the Active List may have four or more years of prior Minor League Service. In addition, no Draft-eligible player from the U.S. or Canada (not including players from Puerto Rico) may participate in the DSL. No age limits apply.
