if this is after some promotions, but before the amatuer draft it's not too unusual for me to be a bit low at R and Short A.
are you doing the drafting? if that's the case, it's not the AI's fault.
no matter what after the draft if there aren't enough position players, make sure you have "Sign MiL FA" in the GM office -> ?control and settings? checked for your team. that way if the MiL only teams are short a man, it will sign a FA. otherwise, you have to sign to fill the gaps.
i never see the ai release my mil players... i have seen posts in the forums where people have a problem with this... but their is a common thread it seems when this happens - roster size limits in the minors... so, don't use those... use the service time limits if you want to control that aspect a bit to avoid 30-somethings in the lower tiers of your minor league system.
3 or ~4 years - rookies
4 or ~5 - S A
~6 or 7 - A
~8-9 - AA
none- AAA
you could go a bit less or more if you want.. i wouldn't go much higher than 5 or lower than 3 for the first tier... the Tilda is what i use - probably what you want to add or subtract from based on your intentions.
