Their Infield/Outfield range is essentially their natural ability to move around in those areas. When the game creates a player they tend to have pretty realistic combinations of infield/outfield range based on their athletic skills and then you can train them by getting them experience which will then boost their actual position ratings. This player was created manually by the game's roster creators and so that combination isn't very realistic (one already mentioned they would likely fix this for, I assume, next year's rosters).
