team need sometimes dictates role... the ones that don't like it ask for SP money in FA and the team doesn't resign them, typically... (LA/NY could be exceptions in many leagues, i bet)
i do it often. i'd rather develop that 3rd pitch as a LR than as a 4th-5th starter. the AI definitely does this - hard to see this in hindsight, but sometimes scouting reports can tip it off after the fact. i watch players of interest in other organizations on a regular basis, so i notice when i see a future #1 SP being used as a RP.
i don't think it's hoarding or anythign really negative as far as impact - if it happens out of proportion from reality, which isn't for known with a cursory glance anyway. i'm glad the ai thinks out of hte box a little bit... even if i don't like the choices. i know i do some odd things on occasion (despite being risk averse and quite bland in general).
The only way you could eliminate it is to make all human controlled teams, but delegate everything, of course and turn off emails and disturbances. then, force the 5 SP you want into that role - or better yet, not always 5 per team but just the ones you want to be SP for certain. you don't want to limit decisions beyond the obvious.
