Manual promotion and relegation is already in the game and doesn't take that long. At least, to an extent - the hardest part is that the OOTP AI is only really designed with making the playoffs in mind, so that finishing in last place is no different than finishing in the middle of the pack.
IIRC Markus at one point said that it should be possible to code in a "relegation league" flag that would cause the teams at the bottom of the standings to flip to "Win Now!" mode, which would help matters, but I that hasn't made it into the game.
