It is so their injury proneness doesn't spike when you place them back into the main roster.

I mean think about it logically, a shortstop recovers from ACL tear and you need to decide what to do with him. Would you want to put that guy right back into vigorious physical demands of playing shortstop in the highest level of baseball in the world? Or would you rather have him take some days in the lower leagues of the highest level of baseball in the world where he can get some DH time, some rest time, some playing time and take it easy?

It is a simple question to answer, in the minor leagues injured players can get rest, DH time, and play time all in a wrapped package of 20-30 days, all while taking it easy.
